[Cin] new libjpeg-turbo?

2.1.2 seems to fix few aarch64/arm issues.. because we close to building on arm devices - might be nice to try and upgrade (if not breaking x86/old distros of course!) https://github.com/libjpeg-turbo/libjpeg-turbo/releases also, I think old libjpeg-turbo-2.0.5 and x265_3.4 sources also can be removed from thirdparty/src..
