Checked TIff 4.7.0 into source GIT. Libtheora 1.2.0 is on hold. I think I am caught up on checkins, but if I missed something, please remind me. Now will test ffmpeg 7.1 git with Andrew's patches.

I have local patch for building 4.7.0 instead of 4.6.0t but I rarely use tiff output .....
