[Cin]Split clips closing gaps in timeline in Roll edit mode

Hi, I don't do a lot of clip splitting on the timeline but recently I had some footage that I was removing 5 or 6 damaged frames from at a time and when I deleted the damaged frames the clips would shift and close the gap on the timeline. Of course I would expect this in ripple editing but I have my preferences set for "One Edit Roll" does this not prevent the clips from closing together? In the end I used the middle-click menu and pasted 'Mutes' on the selected frames so that got the job done but I thought I'd ask if this was expected split behavior even when not in Ripple editing mode.
