[Cin] Minor Openjpeg and Tiff library upgrades + fix Giflib patch2

Checked into GIT: Openjpeg upgrade from 2.5.0 to 2.5.2. Tiff upgrade from 4.6.0 to 4.6.0t - this just puts back things deleted in 4.6.0 due to security. Fixed Giflib 5.2.2 patch2 that Andrew found had a bug that Termux spotted whereas Fedora and Ubuntu did not care.
