[Cin] More adventures in (emulated) ppc64le land

Sorry for a bit of "dev" spam, just trying to be useful for some (Daniel). After if 0'ing most of code in https://git.cinelerra-gg.org/git/?p=goodguy/cinelerra.git;a=blob;f=cinelerra... handle_dump() (so it will compile into something even on ppc) and shuting up "BOOTSTRAP undeclared" in https://git.cinelerra-gg.org/git/?p=goodguy/cinelerra.git;a=blob;f=cinelerra... see line 197, sprintf(system_command, "%s %s %s", BOOTSTRAP, temp_path, out_path); my system somewhat dislikes it. I got into futher trouble :/ fileac3 uses filempeg and filempeg gives incomplete class FileMPEG if you try to compile Cin-gg with --with-commercials=no, with-libzmpeg3=no :/
