[Cin] Checkin includes ffmpeg upgrade to 4.1.4

Just an FYI that today's GIT checkin includes an upgrade of ffmpeg to 4.1.4 (previously was 4.1). More Masking changes also checked in -- refer to MantisBT issue #2. gg/Phyllis
