Wow, everything works as intended now, thank you! 1080p60 now works(tested in obs with 10,000 bitrate) on rx580. I have applied patch to mesa-git AUR package. This is how i made it:

  1. yay -S mesa-git --editmenu
  2. Edit pkgbuild: add patch --directory=mesa --forward --strip=1 --input="[PATH TO THIS PATCH]" to the end of prepare() func
  3. Compile
