[Cin] [Offtop] Neural networks image upscale for cinelerra

Hi, Neural network assistant image upscaling has been a trending feature for a few years. I've found an interesting pre-built executable here: https://github.com/xinntao/Real-ESRGAN#portable-executable-files-ncnn (no python needed). I wonder, if cinelerra can use external filters like that to upscale video? Best regards, Andrey
