[Cin] ru.po updated again (header only)

Hi, all! Sorry for some mess-up, Igor asked me to send slightly edited version of ru.po He can't help much with translations now, so I remain only one russian translator. (i'm fine with this) His name and addr and years of contribution still should be at very top, behind # sign. I'll keep this version of po file as backup just in case my software (Kbabel) mess up header again. At least now I know *where* to put names ....
