Some rusticl info for AMD users

Once this MR lands (and appears in 23.3 as well) Davinci Resolve should "just work" with `RUSTICL_ENABLE=radeonsi` set in the env.

It already works without it on Navi GPUs, this MR just fixes a crash on older ones.
