If kate is your generally preferred text editor, perhaps most convenient for you were to place the necessary 'export' commands into your ~/.profile, then relogin in your desktop, and these new environment variables would stay permanent.

May be, you have noticed yesterday: if $CIN_CONFIG is set to something non-default, and $CIN_USERLIB not set, then the default for $CIN_USERLIB depends on $CIN_CONFIG.
