I think that "Timecode (Ctrl+!)" is documented enough, and you can find it in "Align Timecode". See at https://cinelerra-gg.org/download/CinelerraGG_Manual/Align_Timecodes.html or in the CinelerraGG_Manual_20220430.pdf, chapter 6.8.2 Align Timecodes (start from page 196 --> 216 of 736).
