[Cin] 0000069: Start the Record window in non-english language

I am still learning about MantisBT and thought that Resolved would let you
add a Note but Closed would not.  Oh well, thanks for letting me know.

With a new mouse you can colorize to your hear's content!  gg/Phyllis
