[Cin] incomplete ppc64le diff

I basically force-disabled fileac3, added define for ppc64le arch in 
guicast/Makefile, killed few lines in guicast/bcsignals.C

Note I alos force-removed line about "utils/mmxsse/.libs/libmmxsse.a" from 
global_config after configure was finished.

Now, it still fails to link main 'cin' executable, but some of those errors come 
from dvb (will force-disable it too), and some errors about 
internationalization - probably musl issue
