[Cin] ffmpeg.git.patch9 (cuda hwaccel) started to fail again ...

Andrew, GG just now checked in the git.ffmpeg patch that he had created on
February 10 (it is a long story as to why it took so long). BUT we did not
check to see if 18 days later it has changed again! gg/Phyllis
