Thank you for asking Blackmagick Design to hopefully get the license 
problematic clarified.

IMO BM's most flexible, but also costly product which supports both SD 
and HD video, was (is?) Decklink 4k studio

Beside drivers, hopefully their Desktop software, Media Express now 
works on generic Linux
