[Cin] Blur plugin: Alpha determines radius

Anyone??
Good question -- I have been scratching my head over this most of the day.
All the manual says is not helpful "Alpha determines radius -- use alpha to
define the amount of blur to apply. (radius=gray value of alpha)".
