[Cin] Blur plugin: Alpha determines radius

Igor, good idea.
I like A the best and B the second best; for some reason I do not like C.
So should I open a BT for the "alpha determines radius" or should it just
be deleted since we have no idea what its purpose was?  It does not seem
like it was ever relevant.
