[Cin] zscale plugin

Andrea,
Let me know if this worked for you.  We should put this in the manual
"Installation" portion so that it is clearer.  I noticed that there is an
example on page 16, but not very obvious and only a very specific example
as quoted here:
   export FFMPEG_EXTRA_CFG=" --enable-libfdk-aac --enable-nonfree"
   export EXTRA_LIBS=" -lfdk-aac"
