The WSL version 2 is not directly capable of running any Linux program. It is a specialised virtual machine, in which you have to install a custom version of Ubuntu. I am not sure in what form this Ubuntu comes. Then you can run Linux programs, the Cinelerra AppImage should be fine. I don't know how good in integrates with the Windows world. It is do-able if you are willing to spend the effort.
You can also install a different virtual machine like VirtualBox (free for private use), and install Linux in there. Integration with the host system (Window in this case) is quite good.
Like Andrea said, there is an experimental windows build made with Cygwin, but it lacks many things compared to the Linux version and is little tested. To be honest, it would require a lot of effort to bring it up to the Linux standard, and there are multiple other video editors for Windows, so the limited developer resources are better spent working on the Linux version. But by all means, test it if you can.
