[Cin] two more checks for configure.ac

This has been checked into GIT today.
Andrea, thanks for testing early -- it helps me a lot.
Andrew, it would probably be better to have a Termux and BSD
bld_prepare_special.sh to include these necessary installs like
blds/bld_prepare. for future use.
