[Cin] opencv potential fix?

strange, it still errs out in jpeg2000 file..

from configuration summary it still find/use jasper lib 2.0.33..

so I guess my fix not working..

but I see you use opencv 4.2.0 - I think I used another tarball from cingg
website? with version 3.... need to check.
