[Cin] News and enhancements with CinGG/FFmpeg 6.1 ?

well, it requires intel's media SDK .... try to look at gentoo forum link I
found, it lists package names.

Warning, not sure how well qsv can co-exist with vaapi on any given (not so
new) hw configuration, so watch out for installing files (may be rpm/deb
package will warn if something about to be overwritten?)
