The h264_vaapi.mp4 profile works for me without any problem. I tried
adding "cin_hw_dev=vaapi" to the profile and now the error is:

[av1_vaapi @ 0x7f926c088e00] No usable encoding profile found.
FFMPEG::open_encoder  err: Function not implemented

I have an AMD RT5700XT and it should support vaapi well.
