[Cin] libtiff 4.4.0 fix?

Andrew, I will test this patch tomorrow.  The problem began when upgraded
openjpeg from 2.4.0 to 2.5.0 on 5/18/2022 commit
2ff681c423ff0f83efbaed49aa37195a3b37f6db
