[Cin] Git tag for release?

Andrew, sorry. I was just being lazy and will be properly adding "git tag"
today.  I should not have put "version update" in the comments.
Andrea, so does Andrew mean that adding the ffmpeg PatchD for VP9 made it
so Vulkan would not work?  I don't see how it could be anything else?
