[Cin] Tested vaapi hwaccel presets

Unfortunately, it won't even build when I add:   --with-onevpl    on the
configure line:
configure: error: requires onevpl support.
make: *** No targets specified and no makefile found.  Stop.

This is my 6 year old AMD laptop.
