I have Use HW device set to vaapi and did the build with

I do not think cingg as-is uses this specific *binary* - it does not copied
around into bin and there is no link failure ... I think only non-ffmpeg
mpeg2 encoder uses this feature ?
I'll look around mjpegtools project to see if there was patch for this
already, it was a bit beyond my simplegoogling around.
