[Cin] Raw DV native encoder 16:9 support?

There are now testing appimages at:

https://cinelerra-gg.org/download/testing/cin-x86_64.AppImage
https://cinelerra-gg.org/download/testing/cin-x86_64_older.AppImage (no
libsvtav1 and older libaom 3.4)

These contain all of Andrew's latest patches to include the most recent DV
ones.
Note to Andrew, have I missed any of your patches? The only one that I know
of that is NOT checked into GIT, is the 2 DV ones.
