[Cin] AOM SVT-AV1 2.1 Released

Unfortunately, Dav1d uses meson instead of cmake.   The current old version
included with CinGG was converted from meson to cmake.  It would take
someone who knows both meson and cmake intricacies to do the same
conversion for an updated version of Dav1d.
