[Cin] The Around operation in a filter doesn't seem to work

In the Modify folder window, the following list of two filters doesn't
exclude files modified this year.

Enable  Target    Op       Value
Or      Patterns  Matches  *
And     Time      Around   2011/06/04 12:00:00+12:00:00

Am I doing something wrong, or is the Around operation not working well?
