Enable   Target   Op    Value
Or Not   Time     Gt>   2018/12/31 00:00:00
Or Not   Time     Lt<   2021/01/01 00:00:00

ALWAYS delete the filter:
  Or |  Patterns | Matches | *
because it changes the result of the filters Or, And,...
