[Cin] new cygwin patch for testing

Andrew,
So, with this and your second email "cingg on Window 10 not quite work", am
I right in assuming that with the patch that probably was necessitated due
to updated cygwin is not working?  I suppose I could drag out the old
Windows 10 computer here and see what is on it.  Most likely it will still
have the Windows 10 version of CinGG that was working.  But I am dreading
doing that.
