[Cin] mjpegtools update

Checked into GIT the updated mjpegtools from 2.1.0 to 2.2.1.  Minor testing
on Fedora and Ubuntu 16.
Some comments below quotes.

I like this relegated to "Media mystery!".  Even ffmpeg's ffprobe only sees
the video.
