[Cin] x265 4.0 quietly out

Updated X265 library to version 4.0 was checked into GIT.  It deserves more
generic testing but I have encoded at least 4 files and decoded at least 3
by loading and playing.  Thanks to Andrew, a patch to ffmpeg 7.0 was added
to update x265 into a working set.
