[Cin] Can you re-add old ffnvcodec archive?

Andrew, no problem BUT do you think it might be better to revert to the
previous version for everyone? Because they say "Video Codec SDK supports
backward compatibility. Applications compiled with SDK versions < 10.0
using older presets and older RC modes are supported in the driver."  Below
is just a quote from the release notes

Nvidia encode headers updated from 10.0.26.0 to 12.2.72.0 which corresponds
