[Cin] Blend Algebra /Program in manual

Andrea/Georgy:  I think the part for Programmers should definitely go in
the manual in the "Developers Section" with a reference in the 2 plugins to
that section.  It is too important to be separated from the manual.

I am not concerned about the manual being too big because it is easy enough
with the HTML version to get to the single section to read.
