As my friend told me - this video might be Variable Frame Rate - due to codec
not keeping up with full 30 fps capture as various programs did their work.
I re-encoded it with ffmpeg, and now it opens ok.
ffmpeg -i bandicam\ 2019-08-08\ 00-25-19-503.mp4 -c:v libx264 -c:a copy T.mp4

------------------------
When I zoomed in timeline a lot (for more prescie cuts, while in fact I did none so far! Like, few seconds for full width of window)
and tried to play file at 2x speed (fast forward) - timeline cursor was not always moving timeline as play progressed
- but smaller timeline was moving along ok. Probably 'not enough CPU' problem ....
Memory use was around 1.1-1.7Gb. I re-encoded file as 2x faster (1h5min -> 32 min),
but then some parts of it started to fly past eyes a bit too fast, so I really need to think what parts need speed up.
