Interesting! But obviously resulting file will be using nearly as much space as source file.. may be 
based on your info automatic workaround can be imagined ..

I added issue 330 (about this file) and 331 (about slow reverse 2x playback) into MantisBT. 
Not sure if I should add  autoclip feature request - few users actually use DV files today .....
But may be 'pro' cameras still use same idea wiith different container/codec pairs ..(like mpeg2/TS
h264/mov) ?
