I think you should download source code ... or look via web interface:

(but you will need source code locally for making and testing any changes)

https://cinelerra-gg.org/download/pkgs/src/ - cin_5.1.20190831-src.tgz source for latest monthly build.

But having local git copy somewhat better, I think (more fresh, and educational):

git clone git://git.cinelerra-gg.org/goodguy/cinelerra.git

and then just git pull from cinelerra directory for updating your loacl copy
