[Cin] Cinelerra-GG on Ubuntu 20 LTS

Uploaded version 20 of Ubuntu and built Cinelerra on it without any
problems that we could see right away.  A static tar is available at:

https://cinelerra-gg.org/download/testing/cinelerra-5.1-ub20-x86_64.static.txz
If anyone has time to test and finds a problem, please let us know.  To
compile Cinelerra, we first had to install Python as it was not included
with the install.
