[Cin] Request: Language settings

Gerd,
Language settings has now been added and checked into GIT. A Mint20 static
tar for testing is available at:
https://cinelerra-gg.org/download/testing/cinelerra-5.1-mint20-x86_64-static.txz
It is easy to use the pulldown Settings->Preferences, Appearance tab in the
left hand corner "Locale". The default is "sys" and if you still want to
use the LANGUAGE environment variable, it must be set to that. But in your
case, it sounds like you want to set it to "eng" and that will be saved in
your Configuration and used each time you start up CinGG. If problems or
you want a small change, please provide feedback. Thanks for your
