[Cin] Improved Scale plugin from Contributor checked in

The GIT has an improved Scale plugin added.  And Locale was replaced with
Language in the Settings->Preferences, Appearance tab.

GG is working on improving the Speed Auto.  I am having to spend more time
in the next couple of weeks on personal stuff.
