Hm, this is sad. As far as I understand webm is subset of mkv (matroska), so may be finding root case(s) of mkvs unseekability will fix this too, eventually?

The WebM file structure is based on the Matroska media container.

I have dav1d 0.6.0 as system library, will try to replicate seek issue locally.
