[Cin] vp9 row-mt parameter?

I set the row-mt=1 parameter in the options workbench window. The
rendering fps went from 24 to 31; the CPU occupancy from 20 to 30% and
the T from 69 to 75°C.

PS (OT): the proxy path patch either doesn't work or I don't know how
to make it work. What should I do?
