[Cin] Blur plugin: Alpha determines radius

I did open a BT #599 (
https://www.cinelerra-gg.org/bugtracker/view.php?id=599) for this so that
if it is commented out, it can be addressed later when someone comes along
who might be interested in it (a GIMP guru maybe).
