[Cin] Cinelerra GG bugtracker does not allow new reports

Stefan,
It worked just now for me as I was able to submit a new issue #556 (and
then deleted it).  Check all fields to see if something got inadvertently
changed -- for example Public vs Private on the bottom.  Also, are you able
to respond to an issue that someone else submitted as a test?  ...Phyllis
