[Cin] [WIP] connecting pluginprefs.C back to codebase

patch 005 more WIP but at least it seems to look into selected folder in
addition to
default plugin dir...

other patches just my attempt at fixing few cppcheck errs/warnings
and more space/time savings in libaom build (but if you want to have
aomdec/aomenc in thirdparty/libaom you probably do not want this patch)
