[Cin] [WIP] connecting pluginprefs.C back to codebase

Andrrew, I already checked into GIT the
0006-libaom-disable-all-examples.patch since that was easy for me to
check.   We need a more capable person to check a lot of your more
difficult for me to understand changes !!  Thanks, Phyllis
