[Cin] libaom 3.1.1 patch for Ubuntu 16.04.7

It seems Cmake version bump in libaom 3.1.x was mostly cosmetic - it builds
with attached patch (put in thirdparty/src)

right now this new (CinelerraGG/ffmpeg-4.4/libaom-3.1.1) build completes -
so not tested yet.
